ACBC Trade & Investment News | September 2026

Cambodia continues to strengthen its position in the global trading system, with significant progress in trade facilitation, investment policy, economic integration, and regulatory reform. According to the World Trade Organization (WTO), Cambodia has been a WTO member since October 13, 2004, and has continued to deepen its participation in international trade.

The WTO’s latest Trade Policy Review of Cambodia highlights the country’s efforts to modernize its trade and investment environment and increase its participation in global value chains. For businesses in the United States and Cambodia, these developments create important opportunities for stronger commercial partnerships, investment, sourcing, manufacturing, and market expansion.

A More Open and Business-Friendly Trade Environment

One of the most significant developments identified by the WTO is Cambodia’s continued commitment to trade and investment facilitation.

Cambodia has implemented a number of reforms covering customs procedures, investment, competition, e-commerce, trade remedies, and government procurement. The country also completed implementation of its commitments under the WTO Trade Facilitation Agreement in January 2025.

Trade facilitation initiatives include the National Single Window, the Authorized Economic Operator program, and pre-arrival electronic customs declarations. These measures are designed to make cross-border trade more efficient and reduce administrative barriers for businesses.

For U.S. companies looking to source products from Cambodia or establish operations in the country, improvements in customs and trade procedures can contribute to a more predictable and efficient business environment.

Cambodia Continues to Attract Foreign Investment

The WTO also recognized Cambodia's relatively open trade and investment regime and its efforts to improve the business environment to attract foreign direct investment.

Cambodia introduced a new investment law in 2021, along with reforms in competition policy and public procurement. These developments are part of a broader effort to strengthen the country's investment framework and support private-sector growth.

For American businesses, opportunities may extend beyond traditional imports and exports. Potential areas for cooperation include manufacturing, agricultural processing, logistics, technology, digital commerce, infrastructure, services, and supply-chain development.

Cambodia's strategic location in Southeast Asia also provides American companies with access to regional production and distribution networks, particularly through its participation in ASEAN and the Regional Comprehensive Economic Partnership (RCEP).

Diversification Creates New Opportunities

Another important message from the WTO review is Cambodia's continued effort to diversify its exports and strengthen its participation in global value chains.

Cambodia has historically been recognized for major export sectors such as garments, footwear, and travel goods. However, the country is increasingly seeking to expand into additional sectors and markets.

This diversification presents opportunities for U.S. companies interested in Cambodian agricultural products, food and beverages, manufacturing, consumer products, technology, logistics, and other emerging industries.

For Cambodian companies, expanding into the United States also represents an important opportunity to reach one of the world's largest consumer markets.

Digital Economy and E-Commerce

Cambodia's digital economy has also developed significantly in recent years. The WTO recognized government initiatives supporting digital economic development and noted the adoption of legislation addressing areas such as e-commerce.

Digitalization can help Cambodian businesses, particularly small and medium-sized enterprises, connect with international buyers, develop new distribution channels, and participate in cross-border commerce.

For U.S.–Cambodia business relationships, digital platforms can also make it easier for companies to identify suppliers, buyers, distributors, investors, and strategic partners.

What This Means for U.S.–Cambodia Business Relations

From the perspective of the American Cambodian Business Chamber (ACBC), Cambodia's continued trade and investment reforms reinforce the importance of strengthening commercial connections between American and Cambodian businesses.

There is an opportunity to move beyond traditional trade relationships toward deeper economic partnerships involving:

U.S. investment in Cambodia

Cambodian investment and business expansion in the United States

Agricultural and food-product trade

Manufacturing and supply-chain partnerships

Technology and digital commerce

Logistics and distribution

Tourism and hospitality

Professional and business services

Infrastructure and industrial development

SME partnerships and entrepreneurship

Export development and market-entry support

The WTO's findings demonstrate that Cambodia is continuing to integrate into the global economy while strengthening the regulatory and institutional foundations needed to support international business.

ACBC: Connecting Businesses Across Borders

The American Cambodian Business Chamber believes that stronger U.S.–Cambodia economic relations can create opportunities for businesses, investors, entrepreneurs, and communities in both countries.

As Cambodia continues its economic transformation, American companies can play an important role through investment, technology transfer, sourcing, distribution, partnerships, and knowledge exchange. At the same time, Cambodian businesses can benefit from greater access to the U.S. market, American buyers, investors, professional networks, and business expertise.

ACBC is committed to helping build these connections by facilitating trade, investment, business partnerships, government and private-sector engagement, and market opportunities between the United States and Cambodia.

The WTO's latest assessment provides an encouraging foundation for continued engagement. The next phase of U.S.–Cambodia economic cooperation can focus on converting these policy improvements into practical business opportunities—creating partnerships that support sustainable economic growth in both countries.

For businesses interested in exploring U.S.–Cambodia trade, investment, sourcing, partnerships, or market-entry opportunities, ACBC welcomes the opportunity to connect companies and organizations across both markets.
